Piper Alderman was engaged by the Department for Infrastructure and Transport (DIT) to advise on significant procurement transactions for the River Torrens to Darlington (T2D) Project. We worked closely with DIT’s project team and the Crown Solicitor’s Office throughout the engagement.

The River Torrens to Darlington (T2D) Project is the final 10.5km section of Adelaide’s North-South Corridor. Once complete, it will create 78km of non-stop, traffic light-free motorway between Gawler and Old Noarlunga. Drivers will be able to bypass 21 sets of traffic lights and improve travel times by up to 40 minutes in peak traffic.

The project involves the construction of two separate tunnels, the Southern Tunnels and the Northern Tunnels, connected by an open motorway, with three lanes in each direction. The 4.5km Southern Tunnels run from Darlington to just south of Anzac Highway in Glandore. The 2.2km Northern Tunnels run from James Congdon Drive to the existing motorway south of Grange Road. The 2.7km open motorway links the two tunnels and connects key routes such as Richmond Road, James Congdon Drive and Anzac Highway.

The project is jointly funded by the Australian and South Australian Governments and is being delivered under an Alliance contract. The T2D Alliance comprises John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia. Three tunnel boring machines will allow the Northern and Southern Tunnels to be built concurrently, and the entire project is scheduled to open to traffic in 2031.

T2D is expected to support around 5,500 jobs a year during main construction, with about 90 per cent of labour hours undertaken by South Australians.

Piper Alderman Partner, Martin Lovell, said:

“T2D is a generational project for South Australia. We are proud to have supported the Department for Infrastructure and Transport on the procurement of a project of this scale and complexity. Delivered on an alliance basis, it will complete the North-South Corridor and transform how people and freight move across Adelaide.”

More information about the project is available on the official River Torrens to Darlington (T2D) Project website.
