Piper Alderman advises Renewal SA on the successful delivery of the Deep Maintenance and Modification Facility at RAAF Base Edinburgh, SA

Piper Alderman is pleased to have advised Renewal SA on the successful delivery of the Deep Maintenance and Modification Facility (DMMF) at Royal Australian Air Force (RAAF) Base Edinburgh, a landmark sovereign defence infrastructure project in South Australia.
The first facility of its kind in the Southern Hemisphere, the DMMF is a purpose-built complex that will support the long-term deep maintenance and modification of military aircraft for the Australian Defence Force and its international partners, including the Royal New Zealand Air Force from 2028.
The Piper Alderman team led by Juniper Watson, Martin Lovell and Mallory Papps, supported Renewal SA across the full spectrum of legal issues arising from the procurement, construction and leasing of this complex, high-profile infrastructure project for Defence.
The project was delivered by BESIX Watpac as design and construct delivery partner, with construction commencing in August 2024 and completing in early 2026. The build generated more than 450 construction jobs, and the facility now supports ongoing highly skilled defence industry roles in South Australia.
The DMMF’s successful on-time, on-budget delivery reflects the strong collaboration between the Commonwealth Department of Defence, Renewal SA and the broader project team.
